It is our plea that you should not see in this letter an exhortatory manifesto or a coded range of advice. You must not describe it as a manifesto, for we lack the authority to radiate any doctrine. We do not belong to the human group of Earth, since we come from an alien-geotopological planetary structure (Ummo, according to a phonetic expression intelligible in your language), and as if this were not obstacle enough to claim to define ourselves, we have not presented ourselves to you officially. We form a small group of mentally developed beings grafted into your social environment, who study the culture of the Earth social network but who keep within the strictest anonymity. This attitude obviously deprives us of any kind of authority to claim to address you doctorally.

 

But even if you, Men, kindly wished to grant us the testimony of genuine authority without our identification (a stance which, although we would receive it with sympathy, we do not judge intelligent or scientifically objective), this letter must never be classified under the heading “advisory”. If you observe the conclusions that can be deduced, they are assessed from a viewpoint of ours very peculiar to our idiosyncrasy, derived from our own scientific ideological system. Our culture and social structure are not exportable. They cannot be copied without causing disturbances sometimes more serious than those one wishes to correct.

 

But it is also inevitable that, by virtue of the sometimes very confidential data in our possession, we should form a value judgement regarding the structures of Earth, express our critical judgement, which does not wish to be wounding, and venture some forecasts, which will be all the more accurate the less the processes we are observing within Earth society deviate from their present tendencies.

 

That is why the present epistolary emission could be entitled thus:

Our letter is a very abbreviated summary of the report sent to UMMOAELEWEE by our brothers, with the reference number for insertion in the memory of the Sanmooaiubaa (complex of calculators and information processors installed on our cold star).

 

 

The self-contained paragraphs shown in inverted commas are a literal transcription, as faithful as possible, of the original report (this precision of the version in a language familiar to you is to be understood with the grammatical and semantic additions that make it intelligible, for our texts are excessively condensed, devoid of the syntactic morphology familiar to you, which makes their decoding very difficult without the prior addition of verbal forms, adjectives, etcetera.

 

The rest of the paragraphs have been produced so as to make the context more understandable, bearing in mind that its readers are to be you and not our specialists. For understandable reasons almost 97,2 per 144 of the graphs and images that accompanied the original were omitted.

 

The report sent consists of 4352038 digits in base twelve referring to oral information and 20782232 · 10¹³ digits in binary base referring to graphic information.

 

The two versions of the present extract, English and Spanish, are moreover different. The English text has a more universal character (understanding this in the Earth sense). The Spanish copy attends more to data referring to Europe, although we have inserted in it references to the United States of America and the People's Republic of China.

 

Offering you a complete transcription of the REPORT sent to Ummo, apart from the length we have indicated, would have required the prior solution of two other problems:

 

Addressing it to responsible bodies of the States of Earth, which automatically implied making ourselves known officially.

 

Revealing the nature of the sources and the content of documents, statistics and data classified by us as highly confidential.

 

On the other hand, we consider it unjust not to offer you, even concisely, an extract of our present judgements. By your becoming depositaries of the present version, even if it is not circulated, we fulfil this moral commitment.

 

HOW WE SEE THE PRESENT SITUATION OF THE SOCIAL NETWORK OF EARTH

 

may on the other hand lead the reader, a brother of yours, to interpret that the original report has confined itself to describing situations of an economic, religious, political, scientific, technological, ideological, etc. order of strict topicality.

 

This is not so: precisely the most interesting studies refer to a prognoseology in all these fields, that is, to a prospective analysis of the immediate future (twenty-eight years), although in this version we are giving you many of the most important aspects and quantitative data of the master document have been omitted.

We pointed out at the beginning of this introductory letter that we renounce any stance of a paternalistic character towards you. We always confine ourselves to informing, taking care whenever possible to omit expressions that might imply exhortatory characteristics or advice inserted in a defined ideological framework (ours), since the ideas of the brothers of Ummo are not exportable to this social network that has welcomed us.

 

Naturally, the plane of our wishes must necessarily be divorced from the practical strata when there is a flow of information. We reveal nothing new to you if we declare that, despite our deliberate intention not to allow ideological grafts, the very fact of sending these mysterious letters (mysterious because of the impossibility -for you- of verifying their soundness) to men scattered in various nations of Earth implies a micro-alteration in the psychological variables of your brothers.

 

This is one of the explanations of our attitude of leaving many of our reports unfinished. In this way we further dampen the probability that they might serve to generate latent states of identification with our ideas, which could translate into the formation of ideological groups that would try to mythify us and foolishly follow our own patterns of thought.

 

Ours, then, is not a constellation of hermetic ideas. Our thought does not have an esoteric character; on the contrary, it is founded on very rational bases, and even more mature than yours. Not in vain is our civilization, in chronological dating, older than that of Earth. The illusion of hermeticism therefore comes from our deliberate instructions of censorship.

 

But we do not believe we are violating those protective barriers we have imposed on ourselves if we advise you, in a general way, to apply yourselves to the study of the following disciplines:

 

Prognoseology (prospective study of the humanity of Earth), Sociology, Neurophysiology, Theology, Molecular biology, Barostatics (study of high pressures), Operations Research, Semantic Electronics, which will be the gnoseological branches that will have the greatest impact on the future development of the Earth social network.

The men of Earth today struggle between a state of anxiety or anguish and the hope of a future less laden with shadows.

 

“You already know, brothers, through our reports of programmed periodicity how the diversification of nationalities and ideologies makes it very difficult to homogenize an objective information that reflects the genuine feeling of the human beings of that solid star. We enclose an auxiliary report containing data in this respect on the different ethnic groups within the various state structures that make up the political mosaic of Earth”.

 

The development of a Social Network is conditioned by such an infinity of variables that at a first analytical sight it proves all but impossible to produce a model that satisfies the future conditions of evolution. A single Oemmii (human) endowed with freedom of decision can profoundly modify any prognosological forecast patiently produced on the basis of a study of trends and of the best chosen scientific data. Stalin, Hitler, Truman and Churchill, among many others, influenced the destiny of the social network with their decisions more powerfully than other conditioning factors of a biological, economic, technological or psychosocial character.

 

Any impartial analysis must therefore be subject to future alterations caused sporadically by these rulers of the sociopolitical balance.

 

However, in these last years a new peculiarity appears which in our History, too, marked the end of the rule of individualities over the social base. We are beginning to observe on Earth that the degree of influence of its leaders, ideologues and scientists on biopsychosocial evolution is losing operational effectiveness in the face of much more powerful conditioning factors.

 

Thus we have been able to verify that in the present Indochinese conflict, in which a small nation, helped only economically and with military supplies by the People's Republic of China and the Soviet Union, is fighting heroically against another powerful nation, the United States of America, inflicting defeat after defeat on it, President Nixon's decision to conclude with the appearance of a peace treaty what constitutes the first defeat in many years comes up against a series of objective obstacles imposed by the economic-military structure of that great nation. And yet the media of the whole planet accuse him directly of being personally responsible for perpetuating this war.

 

Since it is impossible to homologate all the variables involved in evolution, we are going to group them (only those whose impact index has values above 0,00025) into constellations of factors, which we will classify thus:

Any of these powerful groups of conditioning factors, each of which could in turn be analysed into an infinity of components, acts on the others. It is therefore a spatial network of eleven nodes, whose interrelations offer a model that our master report analyses mathematically step by step. Here we will confine ourselves to a description of the problem implied by each node. The evolution of each of them influences the others to a varying degree. Thus we observe that the maximum impact is that of ECOLOGICAL POLLUTION on INDUSTRIAL PRODUCTION, with a mean value of the whole flow of the link (branch of the Network) of 0,068. On the other hand we assess the influence of the first node, TENDENCIES TOWARDS SUBMISSION, on CAPACITY IN NATURAL RESOURCES as “tending to zero”.

 

Future evolution will therefore be the less anarchic and unpredictable, the better the men of Earth produce a mathematical model that controls the salient variables of those nodes.

 

PSYCHOSOCIAL TENDENCIES TOWARDS SUBMISSION.

 

The first thing that surprises our expeditionary brothers on Earth is the structure of social groups and their government by the leader.

 

We are accustomed to detecting the neurophysiological bases of each of our brothers in the gestation phase. We do not alter -for we would violate our UAA- the genetic factors that will condition each human being, but we assess from the first moment the intellectual and ergological capacity of each one of us, typifying the Oemii according to these bases. In this way we know when a brother of ours has mental features that will qualify him for command, and he is prepared in the centres of study to exercise that leadership.

 

What astonishes us is not that you have not achieved that early assessment, but that once the Oemmii has developed and his intellectual capacity is recognized, your social systems often not only allow discrimination against the most capable, but set up poorly gifted oemmii in key posts.

 

An analysis carried out by us yields the following desolating result (SOCIAL SAMPLES SELECTED IN CANADA, ARGENTINA, MOROCCO, MAURITANIA, GREAT BRITAIN, SPAIN, INDIA, PAKISTAN, AUSTRALIA, FRANCE, THE PHILIPPINES, CZECHOSLOVAKIA). The study was carried out on bases different from surveys made with Earth techniques, since the individuals selected were not subjected to any questionnaire, a method which, moreover, biases the results to a high degree.

 

The aim was to find out whom they would choose as “master” if they were forced to submit to a hypothetical slavery.

 

The choice was forced between these stereotypes:

 

AN INTELLECTUAL; A MAN OF AVERAGE INTELLIGENCE; A WOMAN; A SOLDIER; A CHILD; A CATHOLIC PRIEST; A FARM WORKER; THE PRIME MINISTER OF HIS COUNTRY; A FILM ACTOR; A BOXER.

 

The level of selection for each element of the sample was fixed in what you call the subconscious, and within an area we may consider as generating volitions.

 

The average results (we do not break them down by nationality, intelligence quotient, age, profession and sex) were the following:

 

Wish to have a SOLDIER as master 27,409% (the highest percentage obtained)

 

Wish to have a BOXER as master 17,07%

 

Wish to have a FILM ACTOR as master 14,31%

 

Wish to have a WOMAN as master 14,02% (of the men, 9, 78%).

 

Wish to have an INTELLECTUAL as master 8,38%

 

In last place we assess a CHILD 0,12% (2,86% of the women).

 

This analysis, although it does not represent the population of the whole star Earth, leads us to consider that the scales for it would not be very different, given the uniformity observed in the different national settings.

 

You yourselves can draw the conclusions:

 

For a start we detect a very strong masochistic component among your brothers; a mythical adoration of force, represented in that high percentage of unconscious desires to be subjected by its representatives. The acceptance of woman as “absolute mistress”, when she was chosen by men, does not seem so serious to us, since such an attitude would not seriously affect the development of the society of Earth.

 

On the other hand, the reality of the sociopolitical fabric of your planet corroborates the reliability of these results. The masses let themselves be carried away more easily by strata of primitive neurocorticalization (soldiers, sportsmen) than by levels with a high degree of cortical development (thinkers, intellectuals, pure researchers, religious pastors, social leaders). Already in groups of children, those with muscular development prevail over the intellectually gifted, and become heads of the clan or group.

 

One of the great problems of the democratic structures set up by you, and which constitutes their failure, even though in principle and at the present social stage they are the most just political forms because of their inorganic nature and respect for the rule of law based on human rights, is precisely the fact, frequently verified by us and denounced by thinkers of Earth, that a large part of the Oemii DO NOT WISH TO BE FREE. They feel the imperious desire to be subjected to an absolute master. A desire not confessed in a great number of cases, not out of hypocrisy but because it beats in the individual unconscious (we know today that this has its foundation in what we call BUUAWEE BIAEII (COLLECTIVE SPIRITUAL LEVEL)). That desire for submission is a relic inherited genetically by you from past ages (we advise you to go deeper into the study of PALAEONTOLOGY), when the only defence of primitive Earth humans against the hostility of the physical and ecological environment (earthquakes, animals...) lay in muscular strength rather than in ingenuity. The weakest needed the protection of the strongly built. The price was blind submission.

 

Your brothers at the base, on the other hand, experience the difficulty inherent in producing complex mental schemes. They live in a technified world of great complexity. It is impossible for them to grasp intellectually both the structure of the machines they handle daily and the hypercomplexity of the administrative, judicial, business and economic apparatus... Even if they specialize in one of them they will never be able to grasp the others. Thus a doctor will find it as difficult to understand the circuits of a wobbulator or variable-frequency generator for television servicing as an electronics technician to assimilate the process of synthesis of some amino acids. The mental effort required to step out of one's own narrow field of professional knowledge, indispensable for fitting into a consumer society, is made only by a few humans. The rest give up THINKING; they delegate this faculty to their LEADER (who, moreover, is selected irrationally by their subconscious). They thus become pieces easily handled by rulers of totalitarian mentality and by the manipulators of public opinion (ADVERTISING, PRESS). The MASTER thinks for them. And if this MASTER were at least an intellectual, a sociologist, a religious pastor, society could still be better structured, although the AUTHORITARIAN base would remain vitiated. The serious thing is that the LEADER, the MASTER, almost always comes from the NEUROMUSCULAR strata; his decisions are controlled not by the cortex but by the paleoencephalon, that is, the most primitive areas of the brain.

The men of Earth are thus subjected to the influence of extrinsic factors which prevent a very high percentage of the total population from developing their own intellectual capacity in order to try to emerge from their lethargy.

 

If the immense capacity of this mental development, which is the sum of all the individuals of the cold star and could be integrated in order to rationalize their own prospective programmes, were not aborted by that collective will to subject one's own intelligence to that of one's masters, a revolutionary change without violence could be expected that would transform, in less than twelve years, the socioeconomic structures into real, scientifically acceptable models.

 

But the mentality of these oemis (MEN) makes such a hope utopian.

 

“The imbalance generated by this unconscious tendency towards submission reaches limits that you, brothers of the UMMOAELEWE, cannot imagine without the help of these data collected in appendix (The report refers to an appendix which we do not include in this summary).

 

The average life of an oemii of a nationality situated in the area of countries with a democratic structure passes within a framework of coercive pressures such that it is extremely difficult for him to develop calmly a genuine mental exercise of synthesis, reflection and creation.

 

It is impossible for him to know at a given moment whether his brothers who exercise national power carry out their public management rationally. All the information on this is given to him through sheets of cellulose printed with typographic moulds composing texts whose wording is controlled by large groups of brothers of his who own great chains of news media, and with a particular ideology that tinges all this information with nuances that detract from its scientific objectivity. That is: the OEMII lacks what is most essential to the thinking being in order to develop his thinking capacity, his creative capacity: EXACT DATA on the REALITY that surrounds him.

 

The distortion of these data (your news media do not pervert the truth totally for him; a large part of the facts described are real, but the techniques used to disturb the information are these:

 

- Omitting those aspects of the description that may displease the Director of the Medium, his superiors or brothers linked financially to the Group, or certain rulers. Thus, in news arising from a war, the atrocities carried out by the combatants of the unfriendly country will be stressed, while the barbarity of the soldiers fighting on the friendly side is silenced.

 

- Emphasizing with large type, or by placing the news on an important page, the items it is desired should have a great impact; but when they are forced to publish an unwelcome item, they will headline it in small type, relegating it to inside pages, or broadcasting it on radio frequencies at hours of low popular audience.

 

- The commentator forcing adjectives, criticisms, biting humorous comments, contemptuous phrases, or using stereotyped words that arouse in the readers, listeners or viewers of a news item that it is desired to discredit reactions of antipathy, hatred or contempt. Thus a conservative French-language newspaper published in a capital of the country of France commented on the sessions of the Russell Tribunal, which condemned the president of the USA as a war criminal, conveying to its readers the idea that the scientists and sociologists gathered in that famous committee were nothing but poor mentally disturbed people.

 

On the other hand, a magazine in Tirana published a report dated in Sweden, where those eminent men of science were gathered judging the USA, in which, by skilfully changing four words that in a bad translation might pass as acceptable, they transcribed a sentence not actually pronounced in which a famous scientist asserted that “The North Americans should be castrated so that they would not go on doing so much harm to humanity”. The literal sentence suggested that the “North Americans should be made aware of the harm they were doing to small nations”.

 

Lacking, therefore, balanced or complete information, the Oemii of Earth gradually acquires habits, ways of life and ideas peculiar to his masters. The inhuman pace of work (in Europe the Oemii works an average of five hours twelve minutes a day, with variations in the different countries) makes it impossible for him to devote time to meditating; for him, therefore, it is a liberation, because of the saving of mental effort it implies, that the announcers and journalists transmit to him the stereotyped ideas which he assimilates as his own and repeats endlessly as if they were a by-product of his mind.

 

The whole structural Economy of the countries of the west of Europe, part of those of Asia and Africa, Oceania and almost all those of America, is based on perfected models of capitalism in which goods and capital are controlled by certain groups of Oemii, who offer the base sectors in compensation a well-being based on the possibility of acquiring artificial consumer goods.

 

The brutalization that this artificial well-being produces in the unfortunate men of Earth is, if anything, as lamentable as that engendered by more tyrannical models in which the human was subjected to slavery.

 

In these nations the Oemii of Earth lives obsessed with improving his physical surroundings with objects that in reality constitute artificial needs, as a multitude of intelligent sociologists of Earth have very well denounced. They become slaves of the desire for a paid holiday, a luxurious vehicle and a multitude of accessories that generate environmental pollution; consumers of tobacco -the plant used on earth to shred it and use its combustion to swallow its emanations orally- and of aerosols of chemical compounds of therapeutic action which, used abusively by them, become toxic.

 

Their masters thus surround them with an illusory, mentally toxic paradise which, like any narcotic of a chemical nature, disables them from developing as integral and complete men. With his immediate needs satisfied -food, therapy at the level of the latest chemotechnical and clinical advances, clothing and a limited purchasing power to cover the artificial needs that a monstrous economic model takes care to generate in order to be able in turn to expand- the Oemii of Earth who is a citizen of these countries goes on shaping new and newer modes of behaviour or reflexes without which he could live perfectly well, since instead of satisfying authentic vital needs he perverts the end into means and engenders behaviours and demands that will serve the devices acquired. Thus he will oblige himself to keep his trousers (a garment covering the lower extremities) creased every morning in order to be able to use an electrical device designed for this purpose, and will acquire more assiduously certain marine animals (lobsters, oysters, etc.) of very doubtful bromatological characteristics in order to use the latest steel instrument capable of cracking the shells of such zoospecies.

 

His taste for genuinely artistic expressions will gradually atrophy. New degraded forms of pleasure replace those of his ancestors. Sport in many countries is perverted into spectacle while the oemii can hardly practise it and hardly has time to, and forms of advertising for that whole range of absurd means of such an aberrant paradise end up creating a mental confusion that turns him into a semi-human, incapable of creating, thinking and maintaining independent criteria. It is a subtle but no less insidious form of slavery, much more terrible than that suffered by his ancestors, for at least they were masters of their own cerebral cortices.

 

In this way the holders of the means of capital and of political power can increase their dominion with the submissive votes of these new slaves, without fear of violent revolutions that might snatch their power from them. These Oemii not only renounce control over the management of their respective States and Companies, thereby becoming definitive slaves, since they cannot take part in the decision-making frameworks that the brothers holding such power draw up over their heads, but they themselves bless their masters for allowing them to own self-propelled vehicles adorned with chrome trims, to acquire trouser-pressers and to smoke artificial tranquillizers; and when election days come, they will vote for the candidate most capable of blocking the still autonomous cortical areas of their unfortunate brothers.

 

(The original report describes the aspects reflected in the previous paragraphs at greater length. In the present texts the document goes on to give a detailed exposition of present social, cultural and economic realities, making distinctions according to the ethnic or national group described. You yourselves are aware that many of these assertions and data are familiar to you. We reveal nothing to you. If we include them it is to make the context of the whole summary more understandable, and even so we have omitted a multitude of data that will be tasty and will prove interesting for my brothers of Ummo but which would be commonplace for you.

 

The way of life for another of the important areas, that of the solid star Earth which is governed by structural forms of a different economic character, differs to a high degree from that described above.

 

The framework in which a citizen lives in the areas with socioeconomic models of a socialist character is conditioned by the different ideological roots that prevail in some countries with respect to others. It is not possible to equate an Oemii resident in the nation of ALGERIA (North Africa) with one of the Union of Soviet Socialist Republics (West of Europe and North of Asia) or with one resident in the People's Republic of China (ASIA)

 

In the block (this refers to a part of the report we have not summarized for you) we have set out for you, brothers of the UMMOAELEWEE, the whole ideological process that led to the formation of such nations. We told you that the desire of many thinkers of Earth to achieve a social structure that would free the man of this Star from the slavery that maintaining the principle of private property as derived from Natural Law meant for him crystallized in the formation of large multinational (international) groups made up of intellectuals and workers (slaves) with class consciousness, ready to suppress by violent means the absolute power of the holders of the means of production, these being supported by governments and by ecclesiastical structures that had distorted the genuine religious image in the eyes of their own co-religionists.

 

These idealists, with undoubted and respectable good faith but with a great ignorance of the authentic psychological mechanisms of their brothers, threw themselves into the arduous task of creating a state of collective consciousness capable of replacing the existing state and economic models with others much more humanist, more just and free of the repressive character that those capitalist institutions imposed.

 

The first serious prospective error they committed was when they predicted that the revolution would triumph in the most advanced countries such as England (EUROPE), following the thesis that the concentration of capital would reach a limit at which the dispossessed base would end up rising against the minority sector that owned economic and executive power. It was, on the contrary, in a nation of agrarian, wretched and totalitarian structure, dominated by an immoral and corrupt aristocracy, where -not through the historicist dynamics set out by those socialist thinkers, but through a framework of unforeseeable circumstances, among which was the important fact that the exiled Lenin was supported by the capitalist German government itself in travelling to Russia and organizing the revolution- the new model was tried out, with results that are still uncertain.

 

The Chinese model had a different historical genesis. Most men of Earth have an unreal version of it. They think that the communist army, fighting the Kuomintang (another corrupt structure), slowly gained national territory in the face of the passivity of the United States, which finally decided to protect Formosa once the Chinese people had conquered all the territory in the hands of the oligarchy.

 

The reality is that at a meeting held in YALTA during the decade in which the war that devastated this cold Star was taking place, and in later contacts at the level of ambassadors, Stalin and Roosevelt, leaders of the USSR and the USA at that time, behind the backs of Churchill and Chiang Kai-shek, rulers of Great Britain and of China freed from Japanese domination, agreed on the handing over of this Nation to the forces of Mao Tse Tung, then an unknown revolutionary, without this implying a capitulation of the decomposed Kuomintang regime. The USA then undertook to:

 

- Not intervene directly in the civil war.

 

- Limit aid to the nationalist government to limits that would be supervised by representatives of the Soviet Union and the United States.

 

- Prohibit a presumed socialist Government established in China from extending its area of influence outside Chinese territory, should the popular forces win (as indeed happened).

 

- A commitment by the United States to grant credits, in an amount not yet determined, to the new People's Government in the event of victory.

 

- In the event that the Soviet-Chinese armies were defeated: a commitment by the USA to exert its influence on the nationalist government to grant a general amnesty to the revolutionaries.

My wish and that of my brothers is to continue sending you a summarized report which, although with a multitude of additions, omissions and retouches in its context, constitutes a testimonial index of our opinion about the present sociopolitical and cultural forms of the cold star Earth.

 

The summary we are continuing to send you consists of two not very precisely defined parts: in the first we give an exposition of the present of the Earth human social network. Perhaps it will not interest you greatly, since many of the news items and data it contains are perfectly familiar to you.

 

Many of our opinions are set out explicitly, and with very much more clarity, by commentators, journalists, thinkers and social scientists of Earth, so that repeating them in this writing might be superfluous and prove sterile, were it not that certain brothers of yours might find it interesting, as a mere curiosity, to know to what extent such opinions are shared by us and what our impartial view of the matter is.

 

Not belonging to the Earth social network, we are in a position to assess with a certain degree of impartiality the institutions that govern your brothers today.

 

Our “criticism” should not be considered as such. Since we do not belong to your own biological species, it may perhaps be humiliating that we should devote ourselves to dissecting with a scalpel the tissues of the social fabric of other beings in order, with a doctoral air, to discover the blemishes, tumours, neoplasms and necrotic cells that damage these histological structures; for after all the different models of sociohuman network, of which you yourselves and even the lower animals form part, resemble them.

 

Believe me, Mr Barrenechea, the first to be pained by our powerlessness are ourselves. We would like to be able to present a less gloomy report; we would like to find a single system or ideology on Earth which, on crystallizing into practice, would be perfect and would displace the others. But it would be deceiving you and distorting scientifically verifiable reality if we did not reveal the stains and sometimes the sinister shadows that tarnish each of these ideological structures.

 

We know only too well that our analysis is cold and devoid of all emotional polarization in favour of any ideology or system of Earth. We judge in you the verifiable facts, not the ideas in themselves. All the ideological constellations of your brilliant thinkers possess the beauty of dazzling speculation, generally not based on scientific reasoning, on empirically observable laws translatable into measurable formulas. It is true that your present-day sociologists proceed step by step using sociometric techniques before defining phenomena of a collective human character, but the conceptions in force that govern the collective forms of coexistence at present -such as the different forms of democracy, socialisms of different types, fascisms, totalitarian and liberal conceptions- are generated more in an instinctive, romantic, visceral or intuitive way, however brilliant they may be, than on the basis of calculation and the cold and careful analysis of social phenomena. The paleoencephalon of the men of Earth prevails over the cortex. The experiential and emotional oppresses method and reason. Magical feeling prevails among you, placed before the patient statistical search that would bring you out of stagnation and suffering.

 

When you yourselves read our reports, in so far as they concern your own religious and political conceptions, you will surely not be able to avoid a certain feeling of unease when they affect ideas deeply rooted and dear to your own SELF. You men of Earth are usually more hurt by criticism of your own conceptions, matured over long years of influence from the media, educators, friends and family and observation of your surroundings, than by analyses of your own personality.

 

And it is logical that this should be so, and commendable for us, for it shows that the selfishness of the human of Earth is not as developed as you yourselves believe.

 

That is why a Canadian reader of our letters said to us a few years ago in a telephone conversation:

 

“I do not know who you are, but I would like to know who the devil you are with...”

 

Indeed this brother of yours sensed the truth. “We are not with anyone”; we have no doctrine to offer you that could be of use to you. Anyone who identifies us with a political-religious, political, financial, philosophical, scientific or recreational group commits an understandable naivety which we have no interest whatever in refuting.

 

In these last reports we confine ourselves to presenting your own conceptions to you as in a mirror. If you do not like the image, believe me, Mr Jorge, the fault is not the mirror's.

 

Must you deduce from our analyses that the ideologies in force on Earth are equally to be rejected because of the aberrations they carry in their respective conceptions?

 

We answer you flatly that they are not. We reveal nothing new to you if we affirm that all of them can be placed on a scale of values whose standard of assessment is the result these different systems have given in practice. This automatically disqualifies not only the expository brilliance of many of these ideologies, which in theory possess an undoubted intellectual brilliance that fascinates their followers, but ALL the new IDEOLOGIES that have barely been born among you, as long as they are not subjected empirically to a severe analysis in a long and patient process.

 

(Note that this principle would forbid us to propose to you any kind of spurious DOCTRINE, or to suggest that you transplant our own sociopolitical conceptions to Earth).

 

If someone among you asked us which of the existing formulas of government he should accept as valid, we would suggest: “Continue, our friend, accepting your own, but subject it to a rigorous analysis”: Does it respect the human being and his capacity for creation and mental development? ( ) Does it protect all citizens without distinction of creed or racial characteristics? ( ) Does it encourage culture, research and study over other chapters of lesser importance? ( ) Does it respect the declared rights of the human being by the international conventions? ( ) Does it use violence to repress just aspirations to justice? ( ) Does it think that order maintained by force, and not through conviction and popular consensus, is more important than social justice? ( ) Does it base its economic system only on well-being? These questions, posed and answered objectively, will give you, our friend, an approximate order of reliability for classifying the ideology on that scale of values.

 

It is for no one but you to choose, enlightened by your own consciousness and scale of moral values, the most just form among those existing. We are not going to point it out to the men of Earth. We dare only to assure you that:

 

WHAT IS FULLY TO BE REJECTED IS PRECISELY IDEOLOGICAL ASEPSIS: refusing to contribute with one's effort to a more JUST SOCIAL NETWORK. The inhibition of one who lives frivolously turning his back on that commitment makes him deserving of being removed from the society in which he lives, should efforts at recovery prove sterile, for he has ceased to be a human being and has become a lifeless biological structure.
